Why don't companies care about customer service? (profit, pay, wage)

I would say in about 90% of cases, I *hate* contacting customer service. It takes like 45 minutes to get a simple question answered. Utility companies are the worst, but others are pretty bad too.

Why don't companies care more about improving their customer service? This is a serious question - do they not care about attrition?
