Why Do People Continue To Pay When The ROI Is Bad?

This is very common, personally I saw a lot of businesses pay monthly bills to advertising platform even their ROI is minimal or none.

What is the psychology behind it and what makes them so committed?

I would like to find out their committment and transfer to my business if possible.
